The openADR standard and collaborative is based on the NIST smart grid standard implemented by Tendril, Honeywell for SoCal Edison, Akuacom, Quality Logic, UISOL was originally developed at Lawrence Berkely Labs, a US government research laboratory.

The client development program and further research suggested by users will accomodate a wide range of demand response needs as part of the North American standard advanced metering infrastructure and demand side management framework sanctioned by NERC.

The US National Broadband Plan makes note of openADR as the foundation of its "goal 6" which ensures Americans can monitor and manage energy use via broadband.
